As well as the Beeb guide on Alternative pronunciations, I know there is an ongoing study (I seem to remember a university in London) on this phenomenon, but I don't have time to check it out right now. I believe that "ough" has in fact 9 pronunciations. The additional two being in "lough" (lake) & hiccough.
