Hard C involves the use of the letter C as a hard letter to represent an unvoiced velar stop /k/ sound. Contrast soft C.

It is "hard" because it represents a plosive sound.

In English, words beginning with ⟨ca⟩[1] and ⟨co⟩[2] and ⟨cu⟩ [3] tend to be hard. Anything beginning ⟨cl⟩[4] or ⟨cr⟩[5] is also hard.
