Threshold Level

The Threshold Level (TL, or T-level), based on a descriptive functional/notional model of language learning, was developed by Jan A. van Ek in 1974 as part of the Council of Europe’s project to introduce a European unit-credit system in adult education.

It was revised, modified and expanded by van Ek and John L. M. Trim in 1990. In their preface they acknowledged L. G. Alexander’s contributions to the original version.[1]
